一场无法确定真凶的交通肇事案撕开了香港奥狮威集团错综复杂的内部贪腐的口子。代表警察局的景声和代表廉政署的伟廉在海外缉凶过程中不期而遇。本是情深义重的少年兄弟，在办案过程中依旧能重拾往日默契，然而往事恩怨形成的心结却难以磨灭。

真凶似乎已经落网，对于奥狮威的调查不得已戛然而止，而随后一系列看似毫无瓜葛的案件的发生让景声与伟廉明白他们所揭露的只不过是冰山一角，经过长时间的运作准备，那些潜藏已久的的黑暗势力已经开始了争锋相对的清除行动。 

被赃款陷害、杀手追杀，又有搭档反目，上司与敌人同流合污，分属不同机构的兄弟二人，情谊已被摧毁破灭。一个几乎包含了整个香港顶层社会网络的的贪腐势力逐渐浮出水面，一个堪称天衣无缝，造福当代的“填海造陆计划”就是他们光明正大的幌子。

景声与伟廉靠近了黑暗漩涡的最深处，等待他们的将是无情的吞噬与毁灭，但他们相信黑暗虽已笼罩，黎明尚且遥远，但终将来临。

A traffic accident in which the real culprit cannot be determined has torn open the intricate internal corruption of the Hong Kong Aoshiwei Group. Jingsheng, representing Hong Kong Police Force (HKPF), and Nelphen, representing the Independent Commission Against Corruption of Hong Kong (ICAC), meet unexpectedly during an overseas investigation. They have deep affection and righteousness brotherhood when they were young. Thus, they can still regain the tacit understanding of the past while handling the case, but the knot formed by the past grievances is indelible.

The real culprit seems to have been arrested, and the investigation of Aoshiwei has to be stopped abruptly. However, the subsequent series of seemingly unrelated cases make Jingsheng and Nelphen understand that what they exposed is only the tip of the iceberg. After a long time of preparation, the hidden dark forces have already begun an inevitable clear mission. 

After being framed by the stolen money, chased by the killer, and betrayed by partner and the boss who is connived with the enemy, Jingsheng and Nelphen’s friendship has been destroyed. A corrupt force encompassing nearly the entire Hong Kong top-level social network has gradually surfaced. It’s under a seamless guise of a "reclamation plan".

Jingsheng and Nelphen approach the deepest part of the dark vortex, and what await them will be ruthless swallowing and destruction. They believe that although the darkness has shrouded, the dawn will finally come from far away.
